The Guidebook was created to express the need to define more clearly the basic concept of the project of social housing in supportive environment and the roles of the main stakeholders in its implementation. The need for this clarification was a consequence of the increased number of local self-governments that were implementing this form of protection. It became specially visible during the research on the effects of this project on the livelihood enhancement and achievement of social inclusion of the beneficiaries, which was carried out by Housing Center and the Ministry of Labour and Social Policy of the Republic of Serbia in 2009.  One of the conclusions of the conference on social housing in supportive environment held in Kragujevac in December 2009, was that a Guidebook should be made that would clearly define the roles of the stakeholders (local self-government, center for social work and host family).
