Support to the Closure of Collective Centers through Improving the Living Conditions of Refugees, Internally Displaced Persons and Returnees (IPA 2012)

Aims:

The project aims at contributing toward the improvement of living conditions and social inclusion of forced migrants in Serbia, especially the most vulnerable groups accommodated in the collective centers in Šabac, Bujanovac, and Kragujevac. The project has been developed according to the “National Strategy for  Resolving the Problems of Refugees and Internally Displaced Persons (IDPs)”, and it assists the government of the Republic of Serbia and the Commissariat for Refugees and Migration of the Republic of Serbia in their endeavor to close down collective centers.

Specific aims of the project are:

  1. To provide adequate housing and give support to the most vulnerable categories of refugees, internally displaced persons, and returnees, accommodated in collective centers, through the construction of housing units (within Social Housing in Supportive Environment, or provision of prefabricated houses) in three municipalities/towns in Serbia
  2. To assist in the process of closing at least four collective centers in Serbia
Activities:
  • Construction of 60 flats;
  • Installation of 36 prefabricated units;
  • Identification and selection of beneficiaries for each of the two housing solutions;
  • Provision of different means of support to beneficiaries with the aim of promoting their social  integration;
  • Setting up volunteering activities;
  • Training the finalists in the field of energy efficiency and condensation control;
  • Exchange of experience among experts from social work centers regarding the service of Social Housing in Supportive Environment.
Results:

Expected results of the project delivered by the Housing Center and Initiative for Development and Cooperation – IDC are:

  1. 60 families of internally displaced persons/refugees/returnees residing in collective centers as well as local socially vulnerable families are able to integrate into society owing to the housing solutions and additional help within the model of Social Housing in Supportive Environment;
  2. 36 families of internally displaced persons/refugees/returnees residing in collective centers are able to integrate into society owing to the construction of prefabricated houses;
  3. The process of closure of four collective centers in Serbia is encouraged;
  4. Monitoring and evaluation activities are conducted continually, enabling immaculate implementation.
