ABOUT US
HOUSING CENTER is a non-profit, non-governmental organization the objective of which is to improve the living conditions
of socially vulnerable groups and support to their social integration and independence.
Housing Center was established in 2004 relying on ten-year experience of SDC Housing Office Belgrade (Swiss Agency
for Development and Cooperation), when it was founded by 18 founders – colleagues and associates gathered around
the implementation of the construction projects funded by SDC in Serbia. In 2009 Housing Center was registered as a
citizens’ association in compliance with the Law on Associations.
 
VISION of Housing Center is a society organized in accordance with the humane and democratic principles, where each
individual is enabled to lie a dignified and secured life, which provides a supporting system for the marginalized groups
and in which differences are valued positively.
 
MISSION of Housing Center is to provide, through different activities (construction of housing units, support in social
integration, research, public advocacy, education and other), professional support in better understanding and achieving
of human economic, social and cultural rights.
 
ACTIVITIES
Housing Center achieves its mission through a number of activities:

Housing Development for Socially Vulnerable Groups: 
 
  • Implementation of the housing construction projects for socially vulnerable groups
  • Implementation of the buildings and interior facilities intended for social integration of socially vulnerable groups
  • Upgrading designing standards for socially vulnerable groups through the knowledge transfer and cooperation with other organizations in developing housing policy for socially vulnerable groups
  • Regulation of informal settlements
  • Providing construction support to other organizations in implementation of the projects intended for fostering and development of a humane and democratic society and its values.

Increasing social inclusion of socially vulnerable groups:
  • Establishing a new service in the social welfare system of the Republic of Serbia  - social housing in supportive environment and working on its developing
  • Developing economic independence of individuals belonging to socially vulnerable groups
Research work:
  • Research work on identifying problems related to housing of socially vulnerable groups and finding the most efficient and sustainable solutions
  • Participating in defining and solving the issues related to poverty, illegal and informal settlements
  • Analyzing and evaluating the application of the services of the social welfare system in order to improve it
Advocacy and promotion:
  • Advocacy for solving housing related problems and recognizing of the importance of the right to dignified housing conditions
  • Advocacy of the right to adequate flat as one of the basic human rights
  • Promotion of regional cooperation in the field of housing for socially vulnerable groups,
Improvement and creation of professional knowledge :
  • Planning and organization of discussions, round tables and conferences as a method for exchange and expansion of the professional knowledge
  • Creation of the training for social workers and other professionals in relevant fields
  • Creation of training and work on awareness raising of socially vulnerable groups
  • Capacity building
Publication and video production:
  • Production of printed and video material aiming at the promotion of the right to dignified housing as a basic human right
  • Publication of the different research results
  • Publication of the annual report concerning the activities of Housing Center

INTERNAL STRUCTURE


The highest managing body is the Assembly of the Association consisting of all adult members. The managing bodies of Housing Center – President, managing and Supervising Board are elected by the Assembly consisting of all the members. The Assembly has its sessions once a year. Extraordinary sessions of the Assembly can be scheduled with a written justified request of any members.

Assembly:
  1. Adopts the work plans and programme;
  2. Adopts the Statute, as well as the changes and amendments to the Statute;
  3. Adopts other general Acts of the Association;
  4. Discusses and adopts the financial plan and report;
  5. Decides on the status changes and termination of the work of Association.
The Assembly decisions are valid providing that at least one half of the voting members are present. The decisions are made by the votes of the majority of the present members. For the changes relating to the changes and amendments to the Statute, status changes and termination of the work of the Assembly two-third majority of votes of the present members is required.


HOUSING CENTER TEAM

Housing Center team consists of architects, lawyers, social workers, translators and a mobile team of craftsmen for urgent interventions. The technical team of external associates of Housing Center implements all types of construction projects related to socially vulnerable groups from project designing and administrative and legal regulations to managing and technical and financial monitoring of the construction.

Born in Pula.

Graduated from the Faculty of Architecture of Belgrade University in 1982, finished post-graduate studies in housing in 1984.

Author of numerous competition projects and constructed buildings, mainly residential buildings. Winner of awards at international and national architectural competitions.

Since 2004 one of the founders and the president of a non-governmental organization
Housing Center Housing Development Center for Socially Vulnerable Groups, Belgrade.


Aleksandra SimovicAleksandra Simović

Aleksandra Simović is a translator for the English language. Besides translation, she is responsible for administration in Housing Center.

She worked in Swiss Agency for Development and Cooperation Housing office Belgrade  (SDC Housing Office) since 1995 until its closure in 2005 as a Project Assistant.
In the period 1993 till 1995 she worked in the Shelter Agency for Accommodation of
Refugees of the Republic of Serbia as a translator and  secretary.

In the period from 1980 till 1993 she worked in education as an English teacher.


Jelena DubaicJelena Dubajić
Architect

Graduated architecture at the Faculty f Architecture at Belgrade University.
Since 2001 till 2009 she lived in Spain where she finished post-graduation studies in 2004,
in the field of Interior Design at Polytechnic faculty of Catalonia University (UPC) in Barcelona.

She did her professional internship in Barcelona and Milan, cooperating with professional teams in the field of designing and town planning.
Participant of numerous international competitions and awarded projects of architectural and town planning design in Italy and Serbia.

Sociologist. Activist.

In Housing Center she is engaged on the jobs related to selection of the beneficiaries of social housing in supportive environment.   

Published numerous texts related to gender equality, translations of professional papers, edited two publications related to the toping of the left parties in Serbia, participated in several international and national conferences.

One of the founders of NGO Center for Social Democracy Studies.
